Web Development Training Roll-out

English teachers and laboratory managers from 44 public high schools (PHSs) in the Southern Tagalog Region participate in the first phase of the Web Development Training on July 1-3, 2011 at the Cavite State University in Indang, Cavite.

Dr. Hernando D. Robles, VP for Administrative and Support Services of CvSU and Assistant Project Manager of iSchools-CvSU, welcomed the participants and highlighted the different activities of the project. Dr. Camilo A. Polinga, Project Manager and Head of the Regional ICT Center based in CvSU, explained the rationale and objectives of the training. He also mentioned the possibility that some participants would be reassigned after the training, which could affect the sustainability the project.

In the afternoon, the training focused on the basics of GIMP and web development, tools and introduction to Joomla. Before ending the first day session, the participants started the installation of Joomla.

The participating PHSs are managed by the following universities: Batangas State University (17 PHSs), Laguna University (4), Southern Luzon State University (12), Romblon State University (6) and CvSU (5). Phase 2 of the training will be held on July 8-10 at CvSU, Indang, Cavite.

CvSU celebrates ICT Month

The month of June is National Information and Communications Technology (ICT) Month as declared in Proclamation No. 1521 (Series of 2008). In celebration of the ICT Month, the Regional ICT (RICT) Center headed by Dr. Camilo A. Polinga lined up activities on June 30, 2010.

The outputs of the PC Recycling Training which consist mostly of recycled computer units as instructional materials are displayed in the lobby of the College of Engineering and Information Technology. The exhibit also features selected design projects of computer engineering and electronics and communications engineering students.

Some of the digital modules for the eSkwela Project of the Bureau of Alternative Learning System of the Department of Education (DepEd-BALS) were demonstrated at the RICT. These modules were designed and developed for the out of school youth and adults.

In the afternoon, DepEd teachers and faculty members of CvSU attended the seminar series on ICT. CEIT Dean Renato B. Cubilla welcomed the participants and thanked them for taking part in the celebration despite the declaration of the day as a holiday due to the inauguration of the new president and vice president of the country. Dr. Polinga discussed the Initiatives of CvSU in Bridging the Digital Divide. Jose Felicano Josef, eSkwela Project Officer of the Commission of Information and Communications Technology (CICT), explained the Responsible Use of ICT. Poinsettia Vida, Leyma Cero, Mark Steve Poniente and Emeline Guevarra discussed e-Waste Management, Online Writing Techniques, Free and Open Source Software, and PC Recycling, respectively.

Project team evaluates PC recycling training

The iSchools Project Team of Cavite State University (CvSU) conducted the PC recycling post-training evaluation workshop at the Mariano Marcos State University, Batac, Ilocos Norte on May 29-30, 2010. The workshop aimed to identify the strengths and shortcomings of the training rollout and come up with the after training report.

Dr. Hernando D. Robles, VP for Administrative and Support Services of CvSU and Assistant iSchools Project Manager, commended the group for a job well done. As resource persons and team leaders, Steve Poniente, Poinsettia Vida, and Emeline Guevarra presented the accomplishment reports of their respective teams. Dr. Camilo A. Polinga, Project Manager, highlighted the problems and the corresponding recommendations for the conduct of similar activities in the future.

After the workshop, the team visited some famous landmarks in the municipalities of Burgos, Bangui, Pagudpud, Paoay and Vigan.

Cavite mentors train on PC recycling

Teachers from 15 public high schools (PHS) in Cavite attend the PC Recycling Training Roll-out at Cavite State University, Indang, Cavite. The 10-day training is designed in three phases: April 15-17, May 3-5, and May 19-22.

The training aims to: maximize the use of ICT equipment, build and develop the in-house capability of PHS to repair and maintain their ICT equipment, reduce electronic waste by practicing proper e-waste management, and improve the computer-student ratio. Dr. Camilo A. Polinga, project manager, said that the current ratio is 1:300 and the ideal ratio according to the Department of Education is 1:50.

Writing for a Purpose for the iSchools Project

The state universities and colleges (SUC) writers of the iSchools Project convened on March 15-17, 2010 at the University Hotel, UP Diliman, Quezon City for the iSchools Content Planning Workshop and Commitment Setting. The activity aimed to prepare the writers for the activities of the Content Development component of the Project, strategize how knowledge management (KM) and development communication concepts and principles can be applied/adopted, set commitment to meet the objectives of the Project, and draft action/communications plan of the SUC partners.

Starting right. CP Calma, project staff of iSchools, facilitated the “Getting-to-Know-You Portion” where the participants got to introduce themselves in a different way and know the other writers since many were new to the Project. Levelling of expectations about the meeting, the co-participants and the Project Management Office (PMO) of the Commission on Information and Communications Technology (CICT) followed.

CP Calma oriented the group on CICT while Ms. Toni Torres, Project Manager of iSchools, discussed what the Project is all about and where do the writers fit in as a journalist/field correspondent, technical writer, documenter and press relation (PR) person.

Ms. Bambi Torrecampo explained the online examination that she designed and gave to old and aspiring writers and she highlighted how the group fared in terms of the questions given. With these issues clarified, next was more serious work.

Inputs. Mr. Joseph Torrecampo presented the basic concepts, framework, tools and techniques of KM. He emphasized that the “purpose of KM is for the writers to value their practice and outputs not just as tasks to be done, and deadlines to be met, but as writing for a higher purpose”.

Mr. Jose Torres Jr., a multi-awarded writer, discussed Media Relations and how it can be done the easy way to influence public opinion. He also explained how the SUC writers can access this function. Most of all, he emphasized the media situation in the real world and the advantages and disadvantages of practicing media ethics.

Outputs. Mr. Torrecampo introduced the Free Mind software which can be used as a tool in coming up with strategies and activities to realize a goal. The group was divided into clusters, namely: Northern Luzon, Southern Luzon, Visayas, and Mindanao for the brainstorming sessions and drafting of the cluster communication plan which incorporates KM and media relations. Each of the resource speakers gave their comments and suggestions on the plans presented by the cluster representatives and clarified issues raised during the open forum. The SUC writers also submitted their individual activity plan based on the cluster communication plan.

What’s next? CP Calma presented the next major activities of the writers, namely: Basic Online Writing Techniques Workshop, Advanced Online Writing Techniques cum Production Workshop, Terminal Report Writing Workshop and Camp Blogs. With the new scheme of incentives to be given to SUC writers as discussed by Ms. Toni Torres, the PMO hopes to meet the objectives of the iSchools Project because the writers are committed to write for a higher purpose, writing with the “aim of being contributory to the nation’s development”.

Principals of 80 recipient public high schools (PHS) as well as ICT coordinators of the Department of Education (DepEd) shared their concerns during the iSchools 2009F Regional Project Briefing of the Southern Luzon Cluster on February 22-23, 2010 at the Development Academy of the Philippines, Tagaytay City. The activity, which was attended by 111 participants from the Southern Tagalog and Bicol Regions, aimed to orient the new recipients of the project and to promote awareness of their responsibilities before, during, and after project implementation.

Opening Program

Dr. Divinia C. Chavez, President of Cavite State University (CvSU), welcomed the participants and commended the Commission on Information and Communications Technology (CICT) for the impact of the iSchools Project. She also acknowledged the efforts of the CvSU project management team in hosting the event for CICT. Ms. Antonette T. Torres, Project Manager of the CICT, presented the overall schedule for the briefing. She also thanked the participants particularly those who traveled far and acknowledged their commitment to the project.

Briefing Proper

Ms. Alexcenah S. Sta Ines, CICT project staff, presented a video titled, "Have You Been Paying Attention", which highlighted the emerging trends in information and communications technology among students. This was followed by a briefing through video about CICT and its programs. Ms. Toni Torres discussed the iSchools Project and what are to be expected during the implementation. She also shared learning experiences from the implementation of the previous batches. Ms. Matilde C. Origenes, CICT project staff , presented the draft Memorandum of Agreement (MOA) and highlighted the responsibilities of all the project stakeholders. Mr. Steve Poniente, CvSU instructor, gave an introduction on Open Source software in general and edUbuntu in particular. EdUbuntu is the operating system bundled with the hardware being deployed by CICT to the recipient schools.

Issues and Concerns

"When will the equipment be deployed?", asked many of the participants who are too eager to start the project implementation. A cluster meeting was conducted after the presentations. Representatives from each group being assisted by the different partner State Universities and Colleges (SUC) aired their concerns and some issues for clarification as follows: schedule of implementation, tenure of PTA officers, possible change in leadership due to the coming elections, support to capability enhancement activities, plans in case of natural disasters/calamities, connectivity of remote areas, and additional funds for sustainability of the laboratory. Ms. Alex Sta. Ines and some of the project managers from SUC partners clarified the issues raised by the recipients.

SUC Partners

iSchools 2009F for the Southern Luzon Cluster is made possible through the partnership with six SUCs in Southern Tagalog and five SUCs in the Bicol Region. These are: Cavite State University, Batangas State University, Southern Luzon State University, Laguna University, Romblon State University, Mindoro State College of Agriculture and Technology, Bicol University, Camarines Norte State College, Central Bicol State University of Agriculture, Partido State University, and Sorsogon State College.

With this orientation and lessons learned from the previous batches, it is hoped that the project implementation will run smoothly even after project completion.

The iSchools 2009 Project Briefing for the Southern Luzon and Bicol Regions will be held on February 22-23, 2010 at the Development Academy of the Philippines Convention Center, Tagaytay City. This was announced by Dr. Camilo Polinga, iSchools-CvSU Project Manager and host of the activity.

To ensure smooth project implementation, the briefing will convene principals from 80 beneficiary public high schools (PHSs), ICT coordinators from 22 divisions of the Department of Education (DepEd) and 10 state universities and colleges (SUCs), and the project management staff.

iSchools project revises CILC curriculum

CICT convenes the ICT coordinators and trainers from 25 partner SUCs on January 19-21 at the Cavite State University in Indang, Cavite to determine the right curriculum for the Computer and Internet Literacy Course (CILC). CILC is one of the training workshops provided to teachers of the recipient public high schools for strengthened classroom learning and instruction through integration of ICT.

Dr. Lloyd Espiritu, professor of Instructional Systems Technology at De La Salle University in Manila, provides the framework for the workshop proper. Ms. Toni Tirona, iSchools project head of CICT, leads the project management staff in facilitating the activity.

The activities include project orientation, meetings and workshops in the implementation of the project for the new batch of beneficiary public high schools.

Computers for e-Learning

Having computers in public high schools is not enough.

Teachers and students from the recipient high schools of the iSchools Project are also undergoing various trainings on information and communications technology.

The first training is on Sustainability Planning. School principals, ICT coordinators, parents and teachers produce a business plan for the continuous operation of the computer laboratory even after the end of the Project.

Next is the Computer and Internet Literacy Course. Teachers learn to use productivity tools and surf the Net in preparing their lessons and other reports.

Then there is the Laboratory Management Training. It is designed for teachers and school staff who are designated managers and assistants of the computer laboratories.

In the Library Management Training, school librarians use the Anilag software in cataloguing books and providing related services to their users.

Last is the Web Development Training. Teachers and students develop websites to promote their schools.

With these activities, the iSchools Project hopes to realize its goal of bridging the digital divide in public high schools.

Never Too Late

There's a saying that you cannot teach old dogs new tricks. To convince himself, my seatmate during the Online Writing Techniques Training in Palawan had to run a poll in his blog with the question, "Should teachers 40 years and above be qualified in the iSchools Project?"

I was reminded of these things when my colleagues narrated to me their experiences during the first roll-out of the Computer and Internet Literacy Course in Marinduque.

First day of training. There were supposed to be 20 trainees and all trainees turned out to be first time users of Edubuntu and Open Office productivity tools. Their ages ranged from 40 to 50 and six of them, more or less, were first time users of the computer.

Familiarization with the parts of the computer. For the first timers, it was exhilarating to be acquainted with the letters on the keyboard and to feel, move, drag, click, double-click and scroll the mouse. The arthritic hands felt the pressure but the eagerness to learn overcame the discomfort.

It was already break time but the trainees just went on to explore the computer and master whatever they had just learned from the session. They were simply amazed by the ease of using the computer and how they were able to do what was required of them.

From the second day up to the fifth day, the trainees came to the laboratory ahead of the schedule and stayed longer after each session to spend more time to practice what they have learned and explore other applications. They started to appreciate the usefulness of the productivity tools in preparing their lesson plans, reports and grading sheets. No sweat!

Closing program. The principal expressed her joy and gratitude that after being given sets of PCs, printer and air-conditioning units, they were also trained to use the computers and got fed while undergoing the training. She was so impressed with the outcome that she thought of conducting the training to the rest of the faculty, staff and students in their school.

Second batch of CILC starts April 14

The second batch of Computer and Internet Literacy Course starts April 14-18, 2008 in the six public high schools (PHSs) assigned to Cavite State University.

The training of teachers in Pitogo Community National High School, Quezon and Calauag National High School, Quezon will be managed by Benguet State University while PHSs in Rizal, namely: San Jose National High School, Angono National High School and Vicente Madrigal National High School, will be handled by Batangas State University.

CvSU officials attend iSchools Congress

CvSU iSchools project managers, Drs. Camilo A. Polinga and Hernando D. Robles, join other university presidents and educators in the country in the iSchools Congress on April 9-11, 2008 at Mimosa, Clark Fields, Angeles City.

The Congress, sponsored by the Commission on Information and Communications Technology (CICT), aims to encourage local leaders and implementers to adopt appropriate approaches toward the effective use of ICT in teaching and learning. It will discuss ICT integration in basic education, as well as showcase existing, mature, and available educational resources.

The meeting is also expected to serve as a venue for CICT and other education leaders to consider and discuss possibilities for future collaboration and cooperation in the area of ICT and basic education.

Deployment of PCs completed

A total of 294 computer units, 14 LCD projectors, 14 printers and 14 servers were delivered to the 14 public high school (PHS) beneficiaries of the CICT-CvSU iSchools Project.

The deployment of computer units for the CvSU-assigned PHSs took place on February 6-23, 2008. CvSU composed three different teams and scheduled five dates for the delivery and installation of equipment.

PCs are deployed at Mogpog National Comprehensive High School, Marinduque.

The computer laboratory is installed at Binangonan National High School, Rizal.

It took at least four hours for the set-up and testing of the hardwares and softwares in each PHS. Minor problems encountered were the absence of recovery CD for Edubuntu, lack of extension cord, missing power cord, and one monitor and CPU not functioning well. ASI service partners deployed in Quezon were not familiar with open source operating system. Overall, the activity happened smoothly and successfully.

As indicated in the roles and responsibilities of recipient public high schools (PHS) in the iSchools Project, the PHSs shall:
• provide the required computer laboratory room complete with electrical connection, convenience outlets for the computer and aircon units, and lighting fixtures;
• provide the needed computer tables and chairs; and
• ensure security to the facility.

All recipient schools did their share as they await the deployment of equipment for iSchools which include: a local area network (LAN) of 20 workstations and one server, bundled with Open Source operating system; two airconditioning units, one multimedia projector, one printer, and a wireless internet connection.

Trainers' Training

One of the iSchools project objectives is to provide educators' training that includes:
• Computer and Internet Literacy Course (CILC) - to train the teachers on basic IT literacy so that they will be able to effectively use the technology in their classes and record updates;
• Laboratory Management Training - to train the designated laboratory technician on networking concepts and proper maintenance procedures;
• Library Management Information System - to train the designated high school librarian;
• Web Development - to enable the schools to create local educational content using mature open source applications; and
• Sustainability Planning and Management - to further gain stakeholders’ commitment and train them on how to sustain the project after its closure.

In connection with this, Cavite State University sent its faculty members to the following training programs organized by the Commission on Information and Communications Technology (CICT):
• Basic Training Management on September 17-21, 2007 in Central Luzon University, Munoz, Nueva Ecija;
• Web Design and Development on October 8-12, 2007 in Batangas State University; and
• Library Management on October 15-19, 2007 in CICT, Diliman Quezon City.

CvSU has 8 trainers for CILC, 2 for Basic Training Management, 2 for Web Design and Development, and 2 for Library Management.

iSchools: Issues and Concerns

You cannot love something that you do not know. It is for this reason that all the stakeholders of the iSchools Project of the Commission on Information and Communications Technology were informed about the project during the community mobilization by the partner state universities and colleges.

The principals, presidents of parent-teacher-community associations and members of the school board of the various recipient schools were oriented on the project objectives and the duties and responsibilities of concerned institutions.

Despite these orientation activities, still, some issues and concerns were raised during the three-day Sustainability Planning Workshop held at the Development Academy of the Philippines Convention Center, Tagaytay City.

Project management

“Is school visitation included in the timetable?,” asked a representative from Batangas State University Laboratory School. Project Manager Camilo Polinga of CvSU replied that school visitations may be announced or unannounced and there would be a monitoring system to be followed.

“Are iSchools beneficiaries allowed to acquire additional units for internet connection?,” asked the Caridad National High School representative. PM Polinga agreed that iSchools beneficiaries are allowed to acquire additional units, but if the units will be connected to the network, speed might be affected. Therefore, proper coordination with the PMO shall be done.

Technical issues

“Is it possible to have two operating systems in each unit?”, inquired one ICT coordinator. “Will the CICT consider the use of a licensed software since would-be users in the community are more knowledgeable in using licensed software than open source software.”

Ms. Melizza Tan of CICT replied that the use of two operating systems would not be allowed. She added that the purpose of using open source software is to maximize the budget in acquiring the number of computer units, since open source software is for free. She also reminded the schools that as partners of CICT, it is their responsibility to provide training in the use of open source software.

Where do we go from here?

There may still be doubts and questions on how the project will proceed but the stakeholders realized the significance of the project and expressed their commitment to be an active partner in bridging the digital divide in their respective communities.

iSchools writers attend online writeshop

Twenty-nine faculty members from 26 SUCs throughout the country participated in the Online Writing Techniques Training-Workshop conducted by the Commission on Information and Communications Technology (CICT) on November 14-16, 2007 at Hillside Resort, Tiniguiban, Puerto Princesa City, Palawan.

The three-day training aimed to provide basic skills in documenting the activities of the iSchools Project.

Ms. Luz Rimban and Ms. Yvonne Chua, both journalists and faculty members of the University of the Philippines in Diliman, discussed the following topics:

Day 1: The Online Environment and Newswriting
Day 2: Headline Writing, Photojournalism and Feature Writing
Day 3: Opinion Writing and Blogging

Exercises were given in every session and sessions were followed by workshops. The first workshop was on newswriting where the participants wrote a news story about their respective iSchools.

The second workshop was on photojournalism where the participants edited photos (cropping and resizing) using Adobe Photoshop and put captions and keywords. The second output of the workshop was the actual taking of pictures considering the elements discussed and uploading of the edited photos with caption/cutlines to www.flickr.com.

The third workshop was on writing a feature story that accompanies the news story. The participants were instructed to write the title, the summary and subheads if needed and to list the internal and external links as well as the interactive elements.

The final workshop was on blogging where the participants created their respective institutional blogs and uploaded all the revised outputs of the workshop.

Western Philippines University (WPU) hosted the training-workshop.

Cavite State University coordinated the iSchools' Sustainability Planning Workshop for the Southern Luzon Cluster on October 22-24, 2007 at the Development Academy of the Philippines, Tagaytay City.

The workshop was participated in by 100 principals, parents-teachers-community association (PTCA) presidents and school board members of public high schools.
